No. We are required to follow Atlassian licensing rules and they do not allow this.
All Atlassian Marketplace apps must match (or exceed) the parent product in terms of user tier. This means you need to purchase the same user tier for any app that you have for the host product (example Confluence).
Continuous numbering is now possible, but not between layouts.
In 2024, Atlassian made continuous numbering across the overall page possible (CONFCLOUD-7794). But continuous numbering between layouts is still an open ticket (CONFCLOUD-70868).
Confluence cloud numbered headings like the rest of Confluence is periodically updated by Atlassian.
